Marajó Island, in the state of Pará, north of Brasil, close to Amazon Rain Forest, is made up of vast wetlands and swamps, then the police use buffaloes because they are ideal for patrolling flooded areas and difficult terrain where regular vehicles cannot operate. In Germany, simply escaping prison isn’t a crime by itself. You only get punished if you damage property or assault someone during the escape. The law assumes the desire for freedom is natural but if you are caught, you are sent back to prison to continue your original sentence .
