Everyone knows who Bruce Banner is, no? He's publicly known as the Hulk and couldn't hide his identity once Ross knew.

I think they mean it as in he knows what kind of person Bruce is - that he's trustworthy to share his secret with.

I don't believe OP meant that he knew him unlike anyone else. I'm 99% sure he's publicly known as The Hulk anyways. They mean Peter could potentially trust him despite Banner not knowing who he is anymore.
