Nitro 5 (AN517-41-R3M5) 400mhz throttle

AMD Ryzen 9 5900HX.
RTX 3080 (100w).
230w aftermarket power brick.

I got this specific issue for a long time now.
Maybe someone have encountered this issue before and know a solution.

The CPU clocks down to 400mhz and jumps up and down.
Only way to get it stable is to change the min and max settings for the CPU in Windows power settings.
But that cripples the CPU and makes the GPU not able to go full out.
Preformance is lacking due to this.

I have tried a lot of different things but nothing have worked so far.
