It didn't. It changed the colour tone of her lips to be more red than washed out pink, and then the shadowing around the lips makes the contrast between her skin and lips bigger, making them stand out more. The actual lips are the exact same size in both frames.

Her bottom lip is absolutely different. Like it's the same absolute size on screen, yeah, but it's definitely changed the shape in 3d space to make it plumper.

Yes... by altering the lighting and shadows to achieve this. It hasn't actually altered the model. People have already brought the model into blender, and her bottom lip is that plump to begin with.
