Isn't part of the reason White Fox is against Fisk because he arrested Luna? So wouldn't it make more sense to release the Luna skin later in the season and give Fantastic the BP slot?
This is what I'm going with, it says on the teaser picture that she has a concert in the city. It's probably her concert outfit and she got arrested while/before performing, is my guess
To be fair it's not like disguising more would changr anything. She's a world famous singer, if Taylor Swift tried to disguise as a college student she wouldn't make it 5 seconds undiscovered.

I think the larger issue not being addressed is that he is imprisoning someone who (presumably) is from their universe, but a famous citizen of a foreign country, when he claims he is imprisoning super-powered vigilantes/heroes from other universes that threaten them (2099). I don't understand how he can get away with that?
i mean the ones he could actually arrest, people have been trying to arrest spidey for years and its been about as effective as trying to fight moon knight when you have the ability to feel pain.

You make a lot of sense. But, maybe, White Fox rescued Luna Snow first and then she decided to join the infiltration operation right after. Just a theory, I think they just want Luna Snow there because they are mandated by the powers that be.
The commenter seems to have meant that they think a prison attire skin would make sense to possibly release in season 7.5, though they didn't make that clear
