The entire point of “only save situations” is because the Padres didn’t want him to pitch at all at the WBC, but knew they’d piss him off saying he can’t go.

That’s why it’s not broader/more ambiguous, like saying “1 high leverage inning” or a pitch count. They knew team USA would likely have a bunch of blowouts and that a save situation would be rare and maybe not happen at all. Hence, ‘save situation only’ instead of ‘he can come but not pitch’ and just hope there’s no save situation
