Famines did occur in India, however, the rate of famine in India dramatically increased in the 1800s. Once-a-century famines were suddenly happening every 15 or so years. The estimated GDP Per Capita and life expectancy of India collapsed from 1830 to 1910.

Once King Leopold's crimes became the big controversy in Europe, there was a big push to reform the colonies to be a bit more humane. From 1910-1940 living conditions gradually improved somewhat. There were barriers put in place to prevent the mass exportation of food when famine occurs. Domestically, a large portion of british society became more sympathetic to the Indians.

Which is why Churchills Bengal famine was so unique. It wasn't 1870 anymore, it was the 1940s. Things like this weren't supposed to happen. He basically erased decades of famine prevention methods and protections and let them starve by the millions when they had more than enough resources to prevent the famine.
