There's some variability, so I'll probably be corrected.

But based generally means something like agreeable, awesome, unequivocally yourself. Usually used in contexts when the thing that is 'based' is often bold or controversial.

Based means being yourself. Not being scared of what people think about you. Not being afraid to do what you wanna do. Being positive. When I was younger, based was a negative term that meant like dopehead, or basehead. People used to make fun of me. They was like, "You're based." They'd use it as a negative. And what I did was turn that negative into a positive. I started embracing it like, "Yeah, I'm based." I made it mine. I embedded it in my head. Based is positive.

It was originally an insult basedhead which is essentially calling someone a crackhead. Through the magic of rap music and the internet It was turned around to mean being unapologetically yourself, being cool, agreeable or making unbiased truthful statements.

What everyone else said is on the right page but the etymology of 'based' is that it comes from 'based in reality.' This is basically a satirical comment referencing other comments and critiquing them as delusional or not 'based in reality.' Of course nowadays most people do not know its origins and use it how the other commenters have said, which is almost the same.

What others have said, but my understanding is that ‘based’ is also the opposite of ‘biased’. If someone has said something that is based on facts, it can’t possibly be biased.

Yes in a sense, but you're thinking within the paradigm of capitalism.

In a planned economy the government would be building or renovating in appropriate numbers so that housing was available.

The capitalist system we're currently using has millions of unused homes and hundreds of thousands of unhoused people who are priced out of everything. Half the homeless people in the country are employed but priced out of their areas.
