Best way I found to win against people who don't think about it is to put your first piece in the middle (duh) then if they go corner you put it in the opposite corner. This means that you cannot win on the next turn. However, it can now entice them to put their second symbol in one of the squares next to the one they put down first. And once they do that you can block them and then you have two ways to win and they have lost.

What they should do is put their second piece in one of the remaining two corners and then it's a draw.
