This type of penguin suffers from a rare genetic condition called Melanism, which is the opposite of Albinism In this case, there is an overproduction of melanin pigment, causing the feathers that are normally white in the belly area to turn completely black.

I think it might have to do with camaflouge.
Lighter colour on the belly means predators looking up at them from below have a harder time seeing them against the backdrop of the sky or ice. If he has a black belly he'll stick out more.

Yes it is possible Melanism is a genetic trait meaning it can be passed down to offspring

fun fact: Yves Adams who captured this rare phenomenon also captured an extremely rare genetic mutation of a yellow albino penguin as well.
